Meh I agree with the idea. Once all the moderators get full, or to your liking Funk, we could have qualifications/applications for new moderators to get picked (once the old ones vanish.)
I also think that to be a moderator, or any other high ranking forum thingy, that you need to be somewhat active. We're asting spots if some penguins don't post in like a month.

As soon as the forum is completely constructed that's when the punishment will start for not being active

If there were to be forum moderator applications a separate forum section would be a good idea with the ability to post a thread and edit it before they are chosen.
